The unit is responsible for protecting the Council’s legal interests, managing court cases, and ensuring all administrative acts are legally sound.

| Litigation Management | Manage and track all legal proceedings involving the Council, whether the Council is the plaintiff or defendant. |
| Legal Advice | Provide legal opinions and advice to the Mayor and all departments on the interpretation of laws, regulations, and bylaws. |
| Contract Review | Draft and review all legal documents, contracts, agreements, and conventions involving the municipality (e.g., public procurement, leasing, partnerships). |
| Regulatory Compliance | Ensure that all municipal decisions, deliberations, and administrative acts are compliant with national laws and regulations (CTD Code, public procurement laws, etc.). |
| Insurance Management | Manage the Council’s insurance portfolio (property, vehicle, liability, etc.) and handle claims resulting from accidents or damage related to municipal activities. |
| Personnel Discipline | Assist the Administration/HR Department in managing disciplinary procedures and interpreting labor law concerning municipal staff. |
