Role of the General Affairs Department
The General Affairs Department manages the essential internal resources that enable the Mayor and other technical departments (like Technical Services or Revenue) to execute their mission under the General Code of Regional and local Authorities.
1. 🧑💻 Human Resources and Personnel Management
This is a core mission, as the department manages the Council’s most critical resource: its staff.
- Personnel Administration: Handles the daily management of municipal staff, including recruitment, internal placement, processing of administrative actions (promotions, career advancement), and disciplinary matters.
- Training and Capacity Building: Coordinates the development and implementation of staff training plans to enhance the skills and performance of municipal employees.
- Welfare and Pay: Prepares all administrative acts related to staff pay, benefits, and pensions to ensure timely and accurate compensation.
2. ⚖️ Legal Affairs, Litigation, and Civil Status
This function ensures the legality of all Council actions and manages key citizen services.
- Legal Counsel and Litigation: Provides legal advice to the Mayor and the Council Executive. It is responsible for managing all legal disputes and court cases (litigation) involving the Council, ensuring the defense of its interests.
- Administrative Legality: Ensures that all deliberations, decisions, and administrative acts of the Council and the Mayor are in conformity with the laws and regulations in force (legal oversight).
- Civil Status : A paramount responsibility of the Mayor’s office, handled by this department. It is responsible for registering vital records (births, marriages, and deaths) and issuing the corresponding official certificates.
3. 📂 Archives, Documentation, and Logistics
This function provides the necessary physical and logistical support for the entire municipal operation.
- Document and Mail Management: Manages the reception, processing, classification, and dispatch of all official mail and documentation. It maintains the internal document circulation system.
- Archiving and Heritage: Ensures the conservation, classification, and management of the Council’s official archives and historical documents, including the municipal deliberative records.
- Material and Equipment Management: Responsible for the management and maintenance of all movable and immovable assets of the Council (vehicles, office equipment, buildings, and general supplies).
In essence, the General Affairs Department is the central administrative factory that processes the legal, personnel, and logistical paperwork for the council, allowing the other departments to focus on the technical execution of transferred competencies like urban planning, economic development, and social services.
