The unit supports the quality of pre-school and primary education, promotes the local culture, and works to preserve and develop the diverse national languages.

| Education Infrastructure | Create, equip, manage, and maintain municipal kindergartens and primary schools, often in conjunction with the State. |
| Personnel Support | Recruit and manage auxiliary personnel (e.g., janitors, guards) for public educational institutions within the municipal area. |
| Cultural Promotion | Organize and support local cultural events, festivals, and exhibitions; manage municipal cultural centers and museums. |
| Heritage Preservation | Identify, protect, and promote local historical and cultural heritage sites and traditional arts. |
| Language Promotion | Implement and support programs for the promotion, preservation, and research of national (local) languages, in collaboration with regional authorities and academic bodies. |
| Youth & Literacy | Support literacy programs and educational initiatives targeting youth and out-of-school populations. |
