This unit is a major technical component of the Department of Urban Planning, Technical Services, and Environment, as its activities directly relate to territorial planning, mobility, and the physical shape of the municipality.


Core Missions and Responsibilities

The unit is responsible for all aspects of communal roads, including their creation, maintenance, and the regulation of their use, which is a key competence transferred to the Decentralized Territorial Authorities (CTDs).

Mission Category Key Responsibilities
Road Planning & Classification Design, plan, and classify the municipal road network (e.g., local, secondary, and feeder roads) in line with urbanization plans.
Construction & Maintenance Manage and oversee the construction, rehabilitation, and regular maintenance of communal roads, bridges, and other civil engineering works.
Drainage & Earthworks Design and execute major drainage projects for roads and public spaces to ensure proper storm water and wastewater evacuation.
Traffic Management Implement and maintain urban traffic management systems, including the installation of signage, street lights, and road markings.
Public Works Oversight Supervise all public works contractors and manage equipment (in collaboration with the Equipment Unit) used for municipal infrastructure projects.
Public Right-of-Way Regulate and control activities within the road reserve (emprise de la voirie), ensuring no illegal occupation or damage to public infrastructure.
