This unit is nearly always a central component of the General Secretariat (Secrรฉtariat Gรฉnรฉral) or the Department of General Administration and HR, as the management of personnel is a strategic function that supports all other departments within the Council.
The HR Unit manages the Council’s staff members, ensuring legal compliance, professional development, and smooth administrative operations related to personnel.
