1. Definition and Authority

AuthorityThe Municipal Police is placed under the direct authority of the Mayor (or the City Mayor for City Councils). The Mayor exercises this power of administrative police under the control of the State’s representative.
Agent StatusActivities are carried out by communal agents appointed for this purpose. They are explicitly prohibited from substituting for the State’s conventional security forces (National Police or Gendarmerie).

2. Core Missions (According to Article 2 of Decree No. 2022/354)

The duties of the Municipal Police are centered on practical, daily aspects of local life:

  • Public Safety and Public Ways:
    • Ensuring the safety and convenience of passage on streets, quays, squares, and public roads (e.g., cleanliness, public lighting).
    • Removing obstructions and nuisances from public spaces.
    • Regulating vehicle parking and traffic flow (under the supervision of State forces).
    • Demolition or renovation of dilapidated buildings that threaten public safety.
  • Public Health and Sanitation:
    • Overseeing the health quality of edible goods offered for sale, in conjunction with competent sectorial administrations.
    • Managing the transport, burial, and exhumation of deceased persons, and maintaining order and decency in cemeteries.
    • Intervening to prevent or address issues caused by stray animals.
  • Civil Protection and Assistance:
    • Implementing civil protection activities, including prevention and relief efforts during calamities (fires, floods, epidemics).
    • Taking necessary measures concerning mentally ill and wandering persons whose condition may compromise public safety.
  • Administrative Support:
    • Supervising municipal property.
    • Supporting the municipal treasury in the collection of local revenue and taxes.
    • Ordering the demolition of structures built without a valid building permit.
