The efficient operation of the Council’s Executive Authority (Mayor) is paramount to local governance and service delivery. Currently, critical administrative and logistical demands dilute the Executive’s focus from strategic decision-making.
This proposal advocates for the creation of a dedicated Private Secretary in Council position to provide essential, confidential, and specialized administrative support. This role will immediately enhance productivity, ensure absolute confidentiality, and improve the seamless flow of communication and documentation between the Executive, Council departments, and external stakeholders.

Skill & Experience
The Private Secretary will report directly to the Mayor/CEO and will be responsible for the following core duties:
A. Administrative Management
Correspondence: Manage all incoming and outgoing Executive correspondence, including drafting, formatting, and proofreading official letters, memos, and reports.
Filing and Records: Establish and maintain a strictly confidential and professional filing system for the Executive Office.
Logistics: Coordinate travel, accommodation, and meeting logistics for the Executive and accompanying staff.
B. Council & Meeting Support
Agenda & Documentation: Assist the Secretary-General in the preparation and compilation of confidential Council documents and official meeting agendas.
Minute-Taking: Attend Executive and key committee meetings to take accurate, concise, and action-oriented minutes.
Follow-Up: Track and report on the progress of decisions and resolutions adopted by the Executive and the Council.
C. Public & Protocol Relations
Executive Liaison: Act as a diplomatic first point of contact for internal staff, external partners, and high-level visitors.
Protocol: Ensure all meetings and official events involving the Executive adhere to appropriate municipal and national protocol standards.
